I have searched through the Burning Man website, the ticketing website and this forum and can not identify when tickets can be confirmed at will call or will be mailed out. Suggestions?

If the ticket order, through the official sale, was for the ticket to be picked up at will call, that's done. You probably got an email confirmation. If your order was for it to be mailed, depending on the method, look here and on Jackrabbit Speaks for notification when tickets start reaching people. Sometimes it seems a long wait til the tickets go out.
