That's a very long and boring document...three or four of the first pages just to explain all the acronyms. This must be pertinent to BM in some way?

I wonder, if when referenced to oil and gas wells, by using the term, "Drilling", included as a given subtext is the word, "Fracking"?

Part of the land covered is the Black Rock Desert. It will set out policy for how a whole mess of land is managed for the next decade or two. I haven't really delved into it, because paper's easier for me and we will get a copy or more at the office, but I did look at the acronym pages. Since the document that they wrote for establishing the wilderness area is still in effect and since that designates the southern arm of the playa to be used for large festivals, there may not be a direct change in the relationship of the llc and the blm and how permits are granted, but a number of people here care about the larger landscape. I don't know if the place where they were thinking of putting that coal fired plant is part of the area, but I suspect it is. I think you weren't here them, but a lot of people had opinions about that.
And a sorry truth is that a lot of documents that establish power and protocols are dreary and induce sleep...

Well, it's kind of cursed in a way. It's a document created for legal reasons with lots of technical and bureaucratic stuff that has to go in there. And many of them are written by consultants.
That being said, there are good ones and bad ones, and ones that try to hide some sort of sketchiness by vagueness.
Some people enjoy reading them because there's often some sort of puzzle in there to tease out.

With any new re-write or expansion of current Dept of Interior policy (i.e. BLM) you can can goddamn sure expect me sauntering up to the Burningman financial tit when the permit negotiations start next time around.

I would strongly suggest not printing it out all at once. Five volumes. It's going to take a couple of reams to print, I fear.

1--Isotopia may well be right that there will be changes of an unknown, or wholey predictable, nature.
2--This process may include public meetings, probably Winnemucca, maybe Reno or Fallon or Gerlach. Some people may want to attend, but have never known it's an option.

There absolutely will be a comment period. Probably several. Having gone to enough of these I guarantee that there will be the obligatory group of hard core preservationists who'll be there to argue their point against Burningman being held on public lands. That'll also include speed record attempts, rocket hobbyists, car commercials, etc., etc.

I suspect that at some point efforts will be attempted to formalize a permitting process for groups of people > 20 which could make Juplaya problematic.

Of course there will be a comment period. If I'm right, this one lasts into September. And you don't have to be a local, you can send a letter from anywhere. And you are almost certainly right about who might show up at the meetings. It sort of ends up in the whole "democracy is the worst form of government" pile. I hadn't thought about Juplaya, although I suspected that sooner or later the writing would appear on the wall.

No. As I said, the comment period wont end until after the event's over this year. Then they will rewrite the document to incorporate the comments, and that's 4 to 6 months, or more. Then another comment period, 30 days this time, more if they issue a revised or supplemental draft. And then the Record of Decision, followed by a period before the actual adoption of the selected plan. (Like the new year's stories about "laws that will be enforced starting this year.")
And if anyone sues...

But, if the experiments successful, and, it wanted to come back maybe as a theme camp of some sort.............who knows where it would go........
