Found....Rolled Up Baggie !

I found a sandwich sized baggie , it was rolled up and has about one once
of a pungent brown leafy substance in it. Also had a small pack of index card sized note papers rubber banded to it on the outside. I don't know what it is , or what to do with it . Please claim or advise !

...or WEED. It might be WEED man. The playa can turn a nice green sack into brown crispy noodle in a matter of days. Hey wait-a-minute...I think I dropped something like that...nah... I'd never let a bag of rope that big outta my sight.
I found something like that in 2004, at the giant golden lion dance camp. I quickly scooped it up and danced away trying not to look obvious and definately NOT looking around to see if any loadie dropped his stash.
