I think Burning Sky is the folks you'd want to get in touch with if you're looking to sky dive at the Burn. I understand you have to have a good amount of experience to do so. Edit: Aaaand I see you're already on top of that.
As for tickets, make sure you get into the STEP as soon as that's possible. Tell everyone you can and try networking with the local burner community wherever you may be. Good luck.

Tickets tend to shake out of the woodwork by June & July, so definitely construct your life as if you will end up going (with the exception of non-refundable things) and you'll almost certainly luck out.
