While I agree with the general sentiment, that may not be the most appropriate quote. Prometheus giving fire to man is a metaphor for power and knowledge. I know you were going for the fire tie-in, but it just rubs me the wrong way.
The man was caught, he was tried, and now he is serving his sentence. The guy clearly has serious problems over and above the pyro thing, if he can get help with those and he serves his time he could well be a productive citizen. I would advise against his being a citizen of BRC but I prefer to allow for the possibility of redemption.
I'd also go with pyromaniac over arson if you need a label. Arson is the act of setting fire to a structure and applies here, but arsonist implies a certain degree of motive, like burning down a building for the insurance money. Paul Addis's arsons seem to be the result of mental illness. He didn't profit from them in any way. Actually in this case I would leave the labelling to the psychologists.
