true but standing is not camping.
No BM employees can even aproach. it would be in direct violation of the permit. But then again BLM does not seem to ever fine Burning man ever even when formally showed that a permit was violtaed.

Note, that representatives of the Black Rock LLC, and other authorized persons includes Black Rock Rangers, gate staff, perimeter patrol people and Black Rock emergency services personnel. At least that was the consensus at the last meeting of the cooperator's (BLM, state, county, and local personnel) who met in Reno a month or so ago. BTW, I don't remember seeing you there.

The city plan for 2004, for reasons of secuirty and safety , includes an extensive fenced area. The BRC/LLC expects that the BLM will patrol the area and enfore the speed limit (10 mph) within the 5 mile wide buffer zone around the fence. The BLM shoudl enforce the no camping withing 5 miles of the fence (perimiter). The BBR will monitor the perimter and patrol inside the fenced area. At time, BRR will ask for assistance for the assistance of opether cooperating law enforcment agensices to handle permiter vilations and speeding violations. The BRC?LLC ask the blm to work closlely with the BBR to mnitor the area around the fence.

40. The permit boundary is defined as 50 yards from the outside of the perimeter fence. The perimeter fence will serve as the event boundary for participants. The area between the permit boundary and the perimeter fence (50 buffer of the fence) is closed to camping and motorized vehicles. During the event, only BLM staff, Black Rock City LLC staff, or other authorized persons are permitted within the public closure area. The permittee, staff and volunteers will not stop, detain or question public users, outside of the perimeter fence.


it says the permitte (which is BMLLC) staff (peopel liek isotopia, badger, any paid people), and volunteers (which badger might be part of? and most of the BRR) WILL NOT STOP, DETAIN, OR QUESTION any public users outside the perimter fence.

that means you cant say a word to me and according to the BR opeatiosn plan you would depenedupon the BLM to do what you woudl liek.
how can that be interpreated any other way?
maybe the way that the dunes have always been that size. if thats th case then the permit and operatiosn plan does not mean anything

And last year mayeb it was a year before BLM and I had a real nice conversation for maybe 30 minutes about how funny it wad the the BRR called the BLM on us for somethign we did during theday. We had a ncie chat, enjoyed a few laughs, and was told just ignore them. You guys know the stiplulations.

and by the way the no BRR volunters outside is partialy becuase of you guys drivng liek maniacs and threating people outside the fence. let BLM do their job and things will work much better

I'd rather you remain cluelesss for the time being seeing as the entertainment value you provide here actually is pretty good. Oh, I'm sure. He's out there making himself miserable, desparately counting water trucks and frantically manufacturing evidence of BM's malfesience.
