it's acually quite legal to grow as well as purchase poppies. Dried poppies are used quite frequently in floral arrangements. What is illegal, just as an example, is steeping the seed pods in hot water for a few hours and then running the mush through a seive and then drying the mush in the sun on some tin foil and then, say, smoking the resultant goo.
