Is there a way to get the "Last Post" date & time to read in non PHP gibberish?
Is it a setting in the profile?

Do you mean on the forum index? For me it looks like this:

Do you see something different? Or, are you wanting to change it to something else? Please let me know exactly where you're seeing the gibberish and what it looks like.

Go to your profile and make sure the "Date format" is set to the default:
