I'm overseas, so getting a regular plastic Visa card won't work, either from CVS etc or mailed. I have no address in USA.
The virtual cards I see use the name "Visa" but I don't think they are.
Also, it seems they only go to $100.
Any suggestions?

You'll have to see if you can get some friends to cover for you then. Not many other options.

Pre-paid credit cards (bearing the visa/mastercard name) should be available in many countries, you'll need to sort something out and make arrangements to purchase one with an amount to cover the cost of registration, or consider working with a bank/financial institution that you're already doing business with. Limits can vary by institution/issuing bank, so make sure to do your homework. Good luck!
