Ticketing info (including information about low income tickets) is usually announced around the end of the year/beginning of the new year. Sign up to the Jack Rabbit Speaks newsletter or as LonesomeBri says, check the http://tickets.burningman.com page for when information is posted. I'm closing this one up, since the question's been answered.
