Per the BLM Permit, the event will be held in alternating locations based upon maximum attendance numbers of either less than 40,000 people, or 40,000 to 50,000 people. (At least I think that's what it says!) Last year we were in location B and previously we were in location A. If we go over 40,000 we are supposed to move to location C. Otherwise we would be back in location A this year. So where are we? Here are some links to the permit docs and stuff.
