Whatever it is, it seems likely to end up being an ever revolving door of poodle-returned. You hit the point where regular clients don't want it, rescue takers don't want it and staff don't want it around. A friend took a Returned from a SPCA, it was its fifth or sixth 'placement'. When he had success (shock collar), even though he hadn't paid the $50 ownership transfer fee, they contacted him that they'd transfer ownership to him for free. Dogie non grata.
