It is a guess, but the State of Nevada, specifically the highway department holds the right of way easement on that highway. I do not believe that the highway is a BLM highway, never heard of such a thing, but then NV is 95% BLM land.
You are going to need a traffic control plan, with specific dates, routes, emergency response plans, and a certified, bonded contractor to manage the control plan, translated: money.
Just like replacing a bridge, or building new lanes on the road, you are going to have to prove to the highway department you have the plan and the resources to temporarily change the flow of traffic on a state highway.
It can be done, but it is best done with an engineer, specifically one who knows folks in the NV highway department. It will take some money. The engineer is going to charge $10k-$15k for the plan, and the crew would be probably union wage, plus holiday pay. It would probably take twenty crew, two chiefs and a supervisor, time and 1/2, double time on Monday.
You're looking at about $5k a day for crew, potties, etc. Realistically, you can move the highway for two days for about $30k. At least that is my estimate, from the hip.

I am aware of all of the points you listed, I'm simply glossing over the details in my posts to get the main idea out. If it's something that has public support then there's a few options available to put the idea in play, so to speak.
I've already got inquiries out to people I know in Missouri, Illinois, Georgia, North Carolina, Louisiana, and Texas along with some people in D.C. to cross check some things...once that comes back and depending on what I see here I very well may go after it. It's just too early to commit to it though....

Forgot a significant part:
I was thinking crew 1/2 mile apart, from the festival to Gerlach (10 miles?)but unsure of NV regs. Chances are, the distance could be more like 1/4 mile, which doubles the crew.
Also, if the plan includes incorporated city streets, (Nixon, Empire, Gerlach), then the plan might be subject to a city council vote (unsure here, I live in CA, and in CA, that is how it is done). Given the probability of a few council votes, then some "amenities" would likely need to be tendered. $$
The upside? $5.00 on 30,000 tix is $150 k, plenty of "amenity" and cost coverage.

Nobody said it was going to be easy...and yeah, those incorporated city streets were one of the first things I saw as a potential problem. There's also vendors out there that make a lot of money off the exodus traffic so anything that endangers that revenue stream is going to see resistance.

I missed the Monday exodus. Had commitments in the default world and had to leave Sat.nite after the MAN burned about 11 pm. Made it to 447(34?) in about 30 min.
About loose trash. If cars are basically at a standstill in the exodus line Why could'nt volunteers walk the lines looking for improperly secured loads and point them out to drivers before they hit the highway? If there is time to party and eat hot dogs it seems like there would be time to tighten up loose potential MOOP. especially if people were willing to help each other. Again I was'nt there on Mon. so I don't know. Iguess next year I need to. Not fair to tell others how it should be if you can't be there yourself.

My friend's rig broke down and she didn't know till Mon. morning that it didn't work. She rode her bike to Gerlach, and found a tow truck driver from the same little shithole town I currently stay in. We were able to drive right by the entire Exodus, and made it from 2:00 and Destiny all the way to my house in 2 hours. 
Stay a while!
I drove straight out -- Tuesday morning. Monday evening was wonderfully peaceful and quiet,
yet there were plenty of nice folks left to visit with.
Highly recommended.

One of the problems with Exodus in 2006 was the limited number of licensed state flaggers. The state of Nevada requires that anybody out on the road directing traffic is trained and licensed to direct traffic properly and safely. Everyone working Exodus was required to be licensed. There were only so many licensed flaggers to go around, and traffic consequently jammed up.
One solution: require that _everybody_ working DPW, Gate, & Perimeter as well as Exodus take flagger training. It only takes a couple of hours, and that would provide a much bigger pool of flaggers to handle traffic jams.

The road to Winnemucca (Jungo Sulfur road) never has been closed. People complain about this road being rough - but we have never had problems on it. This is the route we take from the east every year. Due to work I am either in Winnemucca, or Boise when we have to mob to BM.
My Description - 100 Miles of dirt road, one train track crossing, 9 turn offs (easily distinguishable from the main road) and straight as hell for 80% of it. Up until 2003 we would just drive across the playa from the 3-4 oclock position - no traffic at all. cross the tracks and then roll on to winnemucca. Total trip from playa to Winnemucca is just under 2 hours this way. NOw I have to go through Gerlach and that takes two hours just to get there. then 2 more to winnemucca.
If you did rn ou of fuel, theres enough traffic that would stop and help you.
FYI - When we are responding to fires on Jungo Road you can easily cruise at 80+ mph as you can see miles ahead of you, slow down for the curves though.
I would like to see the playa opened up so we can use this route directly from BRC.
