Is the camp placement form a compulsory form for every burner ?
Otherwise who must fill it out?

Yep, it's just for theme camps that want placement. If your solo camping or camping with a group of friends/strangers or just strange friends you camp where you find empty space (there's lots of room).

It's kind of like a big land grab...

+1 to the previous posts. Yes - as per the information posted on the Participation Forms page, you must submit the form for approval if you'd like to reserve a location for your placed camp at Black Rock City (placed camps include theme camps as well as art installation, mutant vehicle support camps, and department/team staff camps). The bulk of the city's space is not reserved (looking at the 2013 map, it's the unshaded areas on the city grid), which means that it's available to anyone on a first come, first serve basis. When you arrive, find an open area you like and pull in. If you've got a neighbor right beside you, I'd suggest hopping out of your vehicle and saying hello. Check to see what space is open/where their space ends. You never know if someone forgot to mark out space for the car/tent of a campmate arriving in a few hours or not, and finding out from the start is a lot easier than trying to work around it after you've started setting stuff up.
