If you're not Ell wire educated, (like me), you can buy ready to use 9 foot lengths at target for $10. Various colors available. 3 AAA batteries required.

Maybe your Target has cooler stuff than mine..
I looked for EL wire a couple of nights ago, and asked some employees - but they didn't know what I was talking about.. What section did you find it in? Was is electronics?? Hardware/flashlights??
I did, however, find some LED light up bracelets in the dollar bins that should work well for attaching to a backpack, or bike basket, or what have you...

Sometimes you can find el wire in the big box stores in the automotive dept. People rig out their rides with el wire

Just a word of caution on EL wire, bring back ups. Inverters do fail. The ones you get cheap tend to be extremely sensitive with a high break and failure rate. I'm not saying yours will fail, just that having a backup is always a good idea.
Personally the first one I got failed inside of an hour just sitting on my desk at home. The free replacement they sent me failed during the event on Saturday night (It would turn off any time I danced, and after isolating the problem it was inside the inverter, not a wire pull-out problem). In fact the majority of my group had at least one piece fail during the burn.
The people with LEDs had much better results and their failures could be fixed with electrical tape since the lights run on DC and don't require a fancy inverter. Breakage boiled down to a wire pulling free from vigorous motion. Sadly, they don't look as cool in most cases, but having a backup set of fairy lights on something or ready to be added to something in case of emergency just might save you burn.

Yesterday I saw the cutest leds at the dollar store. 10 lights on a string. run on 2 AA batteries. They come in clear in the shape of various bugs, green leaves and multi colored flowers. Just a buck. Make a great gift.

Another thing I like to do is go to the pattern manufacturer's web site and make a list of all the pattern numbers I want. Their web sites are a lot easier to find stuff in than the in store books.
Savannah: I don't know what it is, but no thread here escapes alive. You'll get 1 or 2 real answers at minimum, occasionally 10 or 12, and then we flog it until it's unrecognizable and you can't get your deposit back.

So I want to make an all-white outfit that glows with color at night. I have long RGB LED tape that didn't work out for a coat, and my idea is to sew it inside a connected corset/tutu so it glows from within. This will also involve a cotton lining on the inside of the corset. Will the LEDs get so hot that it's too uncomfortable to wear? 4-10 hours of nighttime adventuring and dancing. Last year I only used EL wire so this is a new frontier for me.

I believe that leds give out only light and little or no heat.
