I think it started as an admonishment: "chill out!" quit complaining, quit being agitated, like cool off, or take it easy, and then became a positive adjective to describe the resulting state. Now it describes a personality, one who is not dramatic, or overly reactive, being even tempered. Chill space, is another variant, but on playa I think that also has a temperature contrast going on: a quiet calm, and shaded place, where one can become or rest chill. It is used as a demarcation now, almost like cool used to be, as one who is easily accepted into a group of like minded people.
