The city's all math (mmm... numbers), there are only limited ways for it to expand. It generally happens through increasing the distance between the man and Esplanade, and increasing the distance between each street.
Increasing the distance between each street isn't as easy as it sounds, because camp size blocks are fairly modular. So if a block got wider, it would likely need to be in 50' increments (unless they were to completely re-do the placement questionnaire options). For the last few years, I believe it's worked out like this - Esplanade to A block is 400' deep, and all subsequent blocks behind are 200' deep. Then there are little variations for things like plazas, portal/keyholes and other unique locations. From what I've seen of this year's map and this year's placement questionnaire, the block sizes are remaining the same.
Expanding the distance between the man and Esplanade does a couple really cool things. First, it increases the diameter, which in turn expands the size and area of all the blocks in the city. And second, it gives a bit more room in the inner playa. That'll be great for mutant vehicle drivers or anyone else who felt like things were starting to get a little cramped. If they do go the route of expanding distance between the Man and Esplanade, as trilobyte is suggesting is likely, the other cool thing is that they don't have to expand that distance all that much for a pretty big gain in city size, proportionately. For example, by increasing the distance only 64 meters, they should get an increase in circumference of 400 meters, 2/3rds of which will be actual city space.

That's nearly 1/2 a mile between the Esplanade and the Man, plus wider streets.NEW FOR 2014
All annular and most radial streets are now 40-feet wide, with the exception of the short radials at the :15 and :45 time increments that run from Gold to Lapis Lazuli. The distance from the inner-most Esplanade street to the Man is now 2500 feet. Esplanade to Antioch Street, curb to curb, is 400 feet deep. All mid-city double-deep blocks are now located between Ephesus and Gold streets, and are 440 feet deep. The remaining blocks are 200 feet deep.

No need to idly wonder - that was exactly part of the scramble. The scramble included the adding of additional potties, the posting of street signs, and the establishment of the streets themselves through dust-abatement/watering.
I think it's also believed that one of the reasons the 9 side got so packed last year is because people just figured they'd expand that side of town as needed. With no expansion, what you see is what you get. The open/walk-in camping area is the only additional space beyond the city grid. The city does get larger than last year through the combination of the larger diameter/distance from man to Esplanade, and the wider city streets (which in turn makes all the blocks a little bigger).
