Vehicle pass for towed vehicle

Do we need a second pass for a towed vehicle?
We have an RV and a towed vehicle, either towing a car to leave with or a travel trailer to stay with.

I was told you cannot tow or have a second vehicle attached to your main vehicle unless t's a mutant vehicle. This is when I was considering hooking up with someone in Reno and mounting my motorcycle to the back and hitching that last stretch of 447 in an RV. A car might be a different story.
