Rules on the playa floor

So I have been watching videos on youtube, with regards to structure, such as wind and or sun sails.

I have seen several that look like they have drilled into the playa and pushed their telephone type poles into the ground, yes they look 10 to 16 feet long, and a foot around.

What exactly are the rules, Can I bring an auger and put in a pole?
If you were to put up say 16-24 foot pole how would you secure this to the playa floor?

My thoughts here were to say run cables from the top of the pole to other poles and build a shade structure between domes, or to attach my cables directly to the domes themselves, but that puts some other equations that I have to deal with for forces on the domes.

What are your thoughts?

contact DPW via the main page. At times, they'll auger a pole in, but there are certain conditions and such to be met.

DIGGING HOLES
Do not excavate holes in the playa larger than six inches in diameter and two feet deep for ANY purpose. Larger holes easily erode within a year’s time, even when carefully backfilled, leaving a visible mark and creating a serious safety hazard to drivers. Use an auger or a posthole digger, NOT a shovel. Bag the dirt you are removing so that it doesn’t blow away in the wind. Refill the hole by carefully tamping the soil back into place (an inverted sledgehammer works well). Repeat this process every few inches while dampening the soil.
