Simply take a few moments to video the offenders (discretely from a distance, as if you are admiring the awesomeness of the gift they provide) along with a quick view of a piece of paper that has the place and date and time...and for a bonus get the DMV permit # in your video (or write it down to be less obvious)..then follow-up with a written complaint to the DMV with all the records.

A very low tech, quick/easy way to let these folks know they are disrupting the area is to hold up a protest sign (since it's often tough to figure out how to get the driver/DJ to realize they're ruining something. Sometimes they're 20 feet up and they certainly can't hear you.) I may try this and bring one that says something like:
"Thanks for your musical gift but it's intruding on what's happening here. Please move along to a location where big sound is wanted. Thanks"
or for brevity's sake,
"Your sound is too big for this location, Please MOVE ON!"

The thing about a hair dryer being 90db was infuriating. If a hair dryer were 90db at 20' it would be FUCKING LOUD. When it comes to sound pressure levels distance matter! And the 90db limit in the city is still above the threshold for hearing damage.
The thing about "they were pointing their speakers into the open playa on burn night" is such bullshit. While technicly true they were also pointing their speakers right into the crowd and the fire performers.
I agree a full ban might be a but harsh given that it sounds like they were unaware how annoying they were and it sounds like they're apologetic and have tried to make a mends but I can also understand the choice to make an example of them. The burn only happens once a year and trying to affect behavioural change by dealing with issues quietly and individually isn't going to have the same wider educational effect of warning other folks not to make the same mistakes. Looking at it that way I think Burners.Meh has probably done the DMV a huge favour by publicising the ban like this.

Good points Jovankat. Even their video evidence is lame. Of the 2 I listened to, one was shot from the DJ booth, which is effectively BEHIND the mass of speakers, and the other was of the fire enclave - you could hear none of the drumming from the fire enclave - the DJ music drowned out everything.

BMORG is finally phasing in sound limits because of complaints by the participants, aka the customers. Now they are phasing in enforcement. Anyone knows the rule does not exist at all until the first enforcement.
Most people have not used a sound level meter, much less a calibrated one. Anyone who has run a sound system knows DJ's like to turn up the mixer gain even when the system has been leveled. That's why you need a limiter between the DJ and the speakers to keep your equipment from being blown. And yes it is going to sound like crap running up against the limiter all the time. But that is better than the system breaking and having no music.
The burners.meh site is funny. They are the Fox news of the playa. They go on and on about how illegal drug use requires privacy, then run articles on drugs. To them BMORG is the far right's Obama, it can do no right. And I find it amusing that the FB commenters are choosing to be such victims.

Yet another lousy article on b.meh. As far as Dancetronauts goes, I was less bothered by the music they played (it wasn't my taste, but so what) or even the volume as much as I was the advertising and vip bs. On Friday night they rolled up close to where I was at for the Alien Siege burn and was bombarded with numerous DJ voiceovers plugging some album that was now available for sale on iTunes. I've heard lots of other horror stories (apparently they were plugging the album all week, even at the man burn), and it's a track record of years of bad behavior.
Kudos to the folks at the DMV who listened to all the feedback and made what had to be a tough call. All MV builders/drivers/crews need to be accountable, and just because you're 'name-brand' popular or have turned your MV and camp into a business doesn't mean you get a pass.

Wow bounce. Hostile at all? I happened to be right in front of them, (all be it 50 feet between us), and that jerkwad on the mic wouldn't let up hawking his wares. Oh, he heard us and even replied. At that point it stopped being a performance and became an annoyance. We came for the spectacle of the fire conclave and the drums. Those performers practiced all year and jumped through numerous hoops to give us a show. The guy on the mic came to sell his music. Fooey on him and the MV he rode in on. I love loud music. I don't think anyone would have reacted like they did if he would have listened to the crowd. One guy is not in charge of that operation. There were surely several others on board that should have taken the initiative to tone it down. Or at the very least, to rip the mic from his grasp and just play the music. Damned right I made a formal complaint. Now who can I speak to about the man standing too long?

The plain fact is the Dancetronauts repeatedly ignored a lot rules that already existed, that they agreed to as a part of their license to operate in BRC. There are no new rules, nothing has changed.
If you're that upset, you should complain to the Dancetronauts about ignoring the terms of their license, and getting themselves denied, thus not allowing you to enjoy them on the playa.

I am a denizen of the loud sound camps...love 'em and spend hours in them. I have never, over the years, had any issue with Dancetronauts as such, but the idiot DJ hawking some CD at the burn was simply a long/loud advertisement. I lost respect, so I agree with the one year "time-out". They will find many other venues to play, off-playa.....
