It's a sliding scale based on if you are packing up your camp or working in an official capacity.

Most leave Friday through Monday. Some leave Tuesday.

In the 2014 -- repeat, 2014, last year -- BLM Stipulations, we had until "12:00 PM" on Tuesday to leave, provided we focused our efforts on packing after the official end of the event at 6 PM Labor Day. This information is on the BM web site.

From Wikipedia I find that the most common interpretation of "12:00 PM" is Noon. There is, however, much confusion, and there seem to be countless recommendations that the term be avoided, as it could easily be interpreted as Midnight. For example, there is mention of train schedules now using "23:59" for the end of the day, and "00:01" for the beginning of the day. (Using the 24 hour clock sure helps too.)

We can hope an unambiguous term will be used in future BLM documents. Meanwhile, it seems safest to go with Noon.

That said.... My personal experience is that if you are still busy packing into Tuesday afternoon, no legal harm is likely to befall you.

I left at noon on Tuesday last year and never once was asked by anyone when I was leaving. I have had campmates stay as long as Friday, but they were stuck by a late rain and they were helping take down art pieces.

I have heard (and this is all hearsay) that you won't get asked by a ranger when you are leaving until Wednesday. They swing around making sure your camp isn't moop and that you aren't having mechanical issues. This might have been moved up to Tuesday afternoon due to the permit wording.

Tuesday at noon is safe. After that - you better have a good reason for being there.

Tuesday at noon is official, but while the place is nearly vacated and all the art and infrastructure removed, why would you want to stay longer?
I've stay as late as Monday the last few years, and it's pretty weird watching the city evaporate.

Conversely, I've returned to the playa one month after the event in 2008. I was able to roam free and drive fast, but there were still a few small remnants of the city. I found the indentation of where Center Camp was.
