It seems unclear about the step program...it says you need to buy a ticket to buy avehicla pass...I bought a 2 tix at the individual sale.....does this mean I have to buy another ticket to be able to buy a vehicle pass?
or since I bought tix already can I just buy a vehicle pass?

You can buy vehicle passes in the OMG sale. STEP is for tickets plus passes (if needed).

I think you can ONLY buy a Vehicle Pass through STEP if you are ALSO buying an Entrance Ticket
