Ya, there is an all. All of the tickets released into the STEP are actually directed to certain people. They are not sold to any old person in the so called queue. The queue is a lie just to cover up what actually happens to the tickets.

In a Schrödinger's Cat kind of way, yeah, I guess it is.

At the end of the event, each ticket will be in the hands of one specific person. Working backwards from that point, if you took one arbitrary ticket available today, at the end of the event, it will be in the hands of one specific person. Therefore, that ticket is and always will be designated to that one person no matter what its course.
