While this certainly ruins the view and the vibe of people who choose to camp on the outer ring, I first heard about this plan during the Theme Camp Symposium last Spring, and I support it.
Apparently, some people from the inner circles were already parking their cars in the outer rings, often driving in at night, locking their car in or near someone else's camp, and leaving it there for the duration of the event. Large camps with great placement were not actually dealing with the total number of vehicles their customers, sorry, "campmates", were bringing to the event, causing hassle for everyone else. This new parking lot is an attempt to alleviate that problem, both for those large camps and for those who have had to deal with abandoned vehicles in their space.
While I would have preferred an area set away from the main body of the city, and certainly not extending around the entire arc of the 9:00 o'clock side, I think this is a decent response to a growing problem, and will get worked out to be less intrusive on others over time.
