This looks like a soft surface wheelchair I have seen on beaches. Some of them have tires much larger than these-ridiculously larger-but it spreads the weight across more surface area.

I'm sure there is a law of diminishing returns as you increase wheel size-like maybe increasing drag while increasing flotation.
