Is it safe to purchase someone's will call ticket by PayPal am I gonna run in to trouble trying to get in?

If you really have to ask this question it probably isn't very safe for you to walk across the street.
Do you know this person? Do they have a way of proving legit transfer of ticket? Do you have a way to ensure you can safely give them money?
If the answer to these questions is "yes" then why would you have a problem? If the answer to any of them is "no" there may be problems at gate.

Burning Man does not verify tickets or passes and there's no way to be 100% sure. Use a payment method that affords buyer protection (and read your terms and conditions and fine print, sending money as a gift often forgoes any such protections, and read through the information in this thread as well as the main readme.
