This rule is for commercial use drones. It does not apply to hobby and recreational drones. They have a separate rule for hobby and recreational drones https://registermyuas.faa.gov/.
Commercial use would cover film production, real estate documentation, etc. Whether Burning Man is commercial use - TBD.

FWIW, I never fully understood the danger of drones. I had one. I flew it responsibly (I thought). Took awesome photos.. made some killer videos. Had tons of fun with it.
Until that one Sunday that "someone I know" was hovering about 200ft in back of the house trying to take a property photo. All of a sudden, the image starts turning to the side.. wtf? Not touching anything. Just hovering. Image keeps turning.. and look up just in time to see the drone do a full 90 degree yaw to the side and go full acceleration cruise missile mode straight into the ground at 40 mph.
No one touched a thing. Who knows what happened. Internal gyro malfunction, radio interference, who knows. All I do know is that thank DOG it happened to be over an asphalt road at the time so that when it came plowing down with 4 swinging razor blades at 40 mph, the only thing it killed was itself.

Being a scratch builder and one who can 'actually fly them' with the sticks and not all of the 'do it for me' electronics, I blame the mfgs for most of the problems.
Starting with DJI, they all pushed the 'anybody can fly one' marketing campaign. While it is true one needs the gyro or they don't fly at all. It's the 'automated flight modes' that gets people in trouble. They rely on them too much and more often then not, do not follow the configuration procedures & setup fail safes before flight. We need to remember this is still a young sport/hobby/profession. The flight controllers are relatively cheap, even the originals at a few hundred dollars. Then the Chinese clone them and you can pick them up all day long for well less then a hundred bucks. And not one of them have a quality control process of any worth before sale. Too many people think they work like smartphones do. I can go on & on on this topic and have on may other drone sites. But the bottom line is if you cannot fly your rig using just the gyro, no auto level, no altitude hold, no position hold, none of the other flight modes mfgs have come up with, you are not really flying the rig. You're running a program.
Many things one can do with a drone, photo/video work, mapping, ecological, farming, etc. do require these flight modes. But when they fail the pilot needs to be able to execute the fail safe and fly that bitch home. Or at least to a safer landing/crash location.

I wonder if the Bmorg might consider a special dispensation in their drone policy at a predetermined time and place and oversee the flying of a few of these at some point. It would make for a pretty cool spectacle.

It would be a cool way to start a burn for sure.
Four fly inline from the upwind side. Puffin as they go.
Setup way points so they encircle the art to be burned. They sit equidistant apart, 'x' amount of feet away, ('x' amount in height), maybe slowly circling the art.
Puffing the whole time. One flies closer like its going to light it, then backs out. Then the second and so on. So it looks like they a toying with the art.
They all go back to the 'hold' position. Circling some more. Then they attack!! Lighting the art. They all pull back to the hold position again and start circling fairly fast as the art starts to go up in flames. As the flames increase they all retreat inline the way they came in. Still puffing.
That's of the top of my head....

UAV (drone) registration process for 2017
Any information on when UAV permit process will begin? I have several quads I would like to be able to use before, during and after the event. I would be more than happy to make any and all of the footage available to anyone interested. I am also interested in working camps and individuals who would like to have some specific shots e.g. weddings, parades, art installations/burns....
I understand not everyone is crazy about these things buzzing around all over the place and am planning flights and shot sheets, not just tooling around mindlessly.
