I think the fallacy actually lies in presenting two issues/viewpoints of unequal merit as having the same merit. It's a (false) balance fallacy (1, 2). It happens a lot in climate change arguments.

As you've stated above, multiple issues at the same time can be tracked. Together, the issue can form a pattern of behavior, with individual incidents comprising evidence, and this can be a much stronger issue.

Edit: I realize there is probably a fallacy related to "that argument is less valid/important because of some other unstated-other-arguments are probably more important." It's not like we're weighing two issues against each other in the above case. I'm actually more concerned with the outrage fatigue mentioned below.

On a more practical side, presenting multiple smaller issues separately can also cause outrage fatigue. As people see more and more noise, they start to filter out news about incidents, and may not be able to distinguish between more important issues and minor outrages. This can be deliberately induced too, to slowly sap a movement's momentum, and obscure the importance of more important issues such as potentially harmful laws.

So, don't be outraged at horrible behavior because it'll make ya too fatigued to be outraged at horrible behavior? I have a nice healthy capacity of outrage though. Like love, not sure there's really a limit that you can place on that. But the argument that expressing an emotion is somehow detrimental to that emotion has been done. Sort of like having to prevent gay marriage because it takes away from the love of straights? Look, if dude kills someone on the street, do we collectively let that float by because the damages he's doing to so many more thru legislation, and we don't want to suffer from fatigue? I'm pretty sure that dude's supporters allowing him to get away with it and making up excuses aren't doing it because fatigue over opposing that crap. His success is not due to fatigue in his opposition, but by the opposite in his supporters. As with the PNP, etc etc etc, the smallest complaint is always too much, wrong tone, wrong time. Just let the bad shit go down, wait for the official outrage and the proper time to respond.

In response, Wall Street absolutely slaughtered American’s stock. The airline’s shares lost more than 8% in value over the ensuing two trading sessions, a loss of about $1.9 billion in market value in 48 hours.
“This is frustrating,” Kevin Crissey, an airlines analyst for Citigroup, bellyached to clients after the announcement. “Labor is being paid first again. Shareholders get leftovers.”

Words don't mean anything anymore, but I'll still type this out. Trump hammered Obama for playing golf (among other things, of course), and now Trump has played golf on just about every weekend of his presidency. Trump hammered Obama about travel costs, and now Trump is on track to exceed Obama's costs over 8 years in Trump's first year as President.

Those two nuggets alone are worth enough outrage to power a tiny home for a year. I'd call it hypocrisy, but as I mentioned earlier, words don't mean anything to Trump, they are just sound blobs emanating from his facehole. So it can't even be characterized as hypocrisy because his earlier criticisms of Obama were utterly devoid of thought and meaning. They were merely expedient logorrhea to voice pure opposition to Obama for the sole sake of being contrarian in order to shift public focus Turmp-ward. That is his entire modus operandi. If something is going on somewhere in the world and people are paying attention to it, he sees it as a personal affront and so works up a hairball and expels it so that, for that day, people pay attention to him. As President, we're now FORCED to pay attention to his daily mouth farts because they could cause us harm.

How anyone can continue to support him is beyond me. Pence is an idealogical nightmare but he's an actual human person who knows how to comport himself in public. This ain't partisan.
