Yeah, I'd already done that, just didn't seem I was getting anything that had any conceivable relation to "Radical Ritual". I've since had someone (on Reddit) point out a possible correlation to Daoism in northern China, which leads to some other interesting (and from my perspective, obscure) possibilities.

I don't really care about the theme and have always considered them superfluous, but I do enjoy the puzzle aspect of hunting down the street name meanings each year.

I followed the juluisms to Wikipedia and got lost forever. I take it to mean the battle of Julu begot sayings that will be used forever. This, without most persons knowing where they originated. Plus the meanings have changed. A conundrum inside an enigma lost in a maze. Good luck.
