Why did Burning Man go to the Hualapai Flat in 1997?

I'm putting together a brief presentation on the evolution of the BRC grid layout and cannot find any definitive explanation as to why the 1997 event was relocated to the flats.

The 1997 Event archive (https://burningman.org/culture/history/ ... es/1997-2/) references a Spring Newsletter article entitled, "Back to the Beach" but that doesn't seem to exist online. Any help?

A Wikipedia article (https://en.wikipedia.org/wiki/Hualapai_Flat#cite_note-8) states the move was made in response to contain the traffic problems of the vast, open, Black Rock desert. I'm sure that wasn't the only reason...was it?

If I understand correctly, the event only happened here for a single year due to the extensive problems both politically and physically (https://burningman.org/timeline/#!/1997) Are there other reasons?
