the implication, was, he could push a button and launch.
Launching nukes goes through several layers of command, down to the two people in the silo or on the sub. Any, in that chain, could stop it. And the defense secretary could at least slow it down.
Yes, it's possible he could throw a tantrum and tell them to launch, but, it's not guaranteed they would launch.
