1986, right? The time line on the BM site starts in 1986. First Man burned on Baker Beach SF.
However, the Building Burning Man Newsletter of 1993 (The Culture \ Historical publications) writes the following:
"Yet back in 1985, when the first Man was burned.."

Anyway, I like reading the newsletters and the Black Rock Gazette of those years.

But there’s really a lot more to it. Super briefly:
Harvey burning his now-iconic wooden stick figure wasn’t originally the “Burning Man” you know at all.
The whole event out in the desert thing wasn’t his idea, it was the San Francisco Cacophony Society. They held what they called a “Zone Trip” party out in Black Rock Desert. Harvey was invited to attend because the cops wouldn’t let him burn the his stick man on the beach.
It wasn’t all about the “Man”.
It kinda still isn’t.

yes, I know, I read about this as well a few years ago. Zone trip 4 of the Cacophony Society. And yes, to me it about the people and the art, really. But the burns are nice too.
