I won't pretend to know anything about selling alcohol, but my experiences with a friend who ran a bar have taught me that liquor laws are damned complicated. I'd start with the Nevada Alcoholic Beverage Control. http://www.nvabc.com/
That said, Burning Man isn't much a retail venue. You might want to peruse the Ten Principles, notably De-commodification.

Now you could perhaps "gift" wine that you made to BRC citizens, but you'd do well to card them.

I'm the moderator who took the link out of your post. Looks like you have a lot to learn about Burning Man. It is a no commerce zone, with only ice and coffee being sold by the BMORG in specific locations. Ice is a public health requirement, all profits go to local schools. The coffee thing in Center Cafe is a social thing for newbies, you can find gifted coffee throughout the city.
Otherwise, BRC is a no vending zone. Not even barter, we run on a gift economy and practice decommodification. You couldn't even advertise when you gifted wine, although you could share stories about making it person to person. That's immediacy.

When Ben and Jerry go to Burningman they not only gift their ice cream, the remove their branding. That's what no-commerce means. If your going to gift your wine, I'd suggest you do the same.
