Welcome! From your other post of intent, "harm reduction" having to do with things which are federally or state illegal is a very complicated topic. It is becoming more technically complicated to address because of contamination of the supply chain and the difficulty of testing things at the granularity of playa dust.
More detailed discussion of things which are federally or state illegal may be banned on ePlaya for legitimate reasons.
I would suggest you research other groups on different forums working on playa before going too far down that track. Most emergency medical response is based on the Ranger system.

They have some real professionals out there, some seeing eye. Coyote of DPW once told me that every year, they still make a check for underground utilities in the whole area before doing any digging, by calling the one-call notification number.
One volunteer MD at the event is the chief of emergency surgery at Oakland Medical Center. He comes out to relax, and has succeeded. Every year, He treats burns, bumps, bruises, cuts, and maybe a broken bone if he's near center camp and the x-ray machine. He's thrilled to do it. What's even better, he told me, is he's never seen a gunshot wound at the event.

Exactly Mr Rhino. Playa medical saved my ass from electrolyte depletion. ESD is a gem, and they mostly operate invisibly. I'm sure the ratio of happy campers is much, much higher than an urban ER!
The reason I answered is I see a lot of harm reduction and untrained medic groups popping up in the city where I live. I don't think that translates to the playa. More first aid resources in a camp can be a good thing, but it should fit within the limits of their camp insurance policy.
Probably the best tool is a radio and knowledge of how to speak in Dispatch/ESD/Ranger radio talk.
