Not weird... I worked for a MAJOR truck mfg. co. and there are only, at the most, fifty different keycodes for all of their vehicles. Translate that to several million vehicles that are on the road right now, and you have a very good receipe for disaster...
I almost took off in another person's Suzuki Samuri once. It was in a parking lot in the same spot, just the very next row over. It was the same color, same trim, everything. I just walked up, stuck the key in, unlocked the door, threw the crap in the back seat, started it up, and then freaked.

"Holy shit! Someone has broken into my car. And...left...crap...pink crap...and....custom cup holders?"

Got out and seen my car. Ssoooooooo tempted to do something to mess with their heads, but couldn't think of something on the spot. Too little time.
