Not sure about the best supplier stateside but as for which works best under black light I would have to go with the UV paint, the glo in the dark paint charges up REAL strongly in the black light but you are limited t the colour. Advantage is it still glows outwith a black light area though, UV paint doesn't but still looks funky.

I'v been using the fluorescent paints from Cal Western. Available at most theatrical supply stores.
