Hmmm... saw a D-4 with soft treads on ebay a while ago, so I know they're around...

The trick to building one would be to start with a tracked base. I am not sure what a D-4 is (other than a cyber vehicle) but a used TrakCat or similar would do the trick. Believe it or not, I had one of these as a teen in Michigan.

With a base like this, you could easily come up with the rest to create a "tank girl" mutant vehicle.

Would take some thinking, money and time but worth considering for next year if Apokiliptika is repeated.
