Couple of things: First, if you're under the impression that Burning Man is about drugs and alcohol, or -requires- them, you've probably got an improperly-biased idea of what it is, and you -definately- want to research more before you go down there. The information at the Burning Man website is generally valid, reasonable and accurately portrays the scene. Everything else is wrong (except that truly rockin' article from Canada.)
Second, of course the border is going to be your problem, but if you BYO and don't make a big deal out of it, you're going to be alright. It's a fair statement to say that some people consume small quantities of illegal drugs and modest amounts of alcohol (24/7) and a lot of people have been going a lot of years without having to worry about being busted because they're adult about it and keep their shit together.
There's no particular reason why people need to smoke pot in public, or get puke-drunk and scream "Hey, y'all, I'm only 20!"
If you go down there expecting to buy or sell drugs, you're sort of going against what it's all about and you're not going to find much sympathy. If you're cool and conduct yourself like an adult and meet other people who don't think you're juvenile or a jackass, it's unlikely you won't find -somebody- willing to share. Meet people, make friends, appreciate what's happenign around you and don't give off the 16-year-old-desperate-to-get-laid vibe and the playa provides.
If it doesn't, and you get down there and never smoke a joint, pop an E or a shroom or find a cold beer offer (the latter being more or less impossible) you're still going to have to wear a hat to keep your mind from being blown away. The virtue of Burning Man is that drugs and alcohol are not particularly necessary, not that you can find and use them openly.
