Seems like this has been an issue since the conception of BM.
when Jarren got her bike stolen she got lucky.

Registering bikes? I would bet it would be somewhere around the 27 figure. Sorry, I think that idea is a non-starter, especially when a $10 lock purchased by the individual most affected by the problem essentially solves the problem. And if the BMorg does get involved, you can bet your ass it will just be to BAN bikes all together (or regulating them like the cars if they become a problem).
Let us just assume that the BMorg rebuff's the Police/BLM attempt to extort more money out of the event, and somehow comes up with several thousand dollars that no one can figure out what to do with it. So they do a labeling/registration system as proposed. Now further assume your bike is stolen. What is the system going to do for you? How will your bike be found, and returned to you? Sure, once the event is over, and the (now)abandoned bike is determined to be MOOP (assuming no one has picked it up and taken it home by now), the label could be checked. But, rather than send it to you in a nice padded box, they would probably REQUIRE you to clean it up. Regardless of how many states you were away (or maybe charge you for it). It is, after all , MOOP. That is, if they didn't just recycle it as they do now. You still would not get your bike back (or at best, would after paying an huge shipping/handling fee). And if you think anyone is going to go around during the event checking labels (except maybe the police, if you give them a reason to), or stop people in Exodus to check labels, you are dreaming. Just lock your bike, or accept that someone might take it (perhaps even accidentally as mentioned).
Now identifying/personalizing bikes is always a good idea (mine is painted flourescent orange with faux-fur wrapped around the bars and a custom welded back rack. pretty hard to mis-identify!) A bike was left in our camp several years ago - after a few days we checked it out, and found an ID tag inside the rear pouch. I rode it back, turned it in to their bar, and the guy came back later to thank us (he had totally forgotten where he had left it). We got rid of some MOOP, he got his ride back. All because of a simple ID tag. If bet if someone brought 50,000 laminated tags that could be attached to any bike (but not easily removed) that had room for name, camp name, address, and maybe phone or other real world ID number, I bet it would be a hit...(and a heck of a gift to the city!)

if lance brought a 20000 kevlar made racing bike to BM and it gets lost/stole/damaged id laugh. Who the hell cares.
Lock the fucking bikes up with a 10 dollar lock and its over with. 99.999999999 of the bikes "stolen" are simply borrowed and dumped in another location. if theres a chunk of chain hindering the progress of your stolen bike, you simply dump it and pick up the next piece of shit bike and roll that one.
day of the burn at about 3pm my mates and I are out towards the man just checking out the scene, dropped our bikes near the rest of them. When i came back

I said " that filthy rat bastard" in an almost dispbelieveing type of whisper.
and threw my water bottle at him crocdile dundee style, it hit him squarley in the back of the dome, and he fell of my bike like the sack of shit he was.
as he was falling and recovering fromthe playa I then noticed my bike on the ground right where i left it.
What did I do?
I looked up at the sky with a bewildered look, and said "what the fuck". He looked at me with a look that turned from anger - to - question, and started looking up as well.
I gave him an upward nod, got on my bike and peddled off. after picking up my water bottle.
Just invest in a lock and secure your bike -
no rack, rnder it useless by chaining the wheels to it
lock it to a couple of other bikes in your group.
