DMV/Mutant Vehicle question

What qualifies a vehicle as needing DMV approval?

After ripping out the motor on a treadmill for a wind turbine I’m building, I looked at the remaining frame and said to my self “I could turn that into a pretty cool looking scooter thing!”

At what point in building vehicles do you cross the “line” into needing to get a DMV pass?

Its a standing only, non-seat style thing, though it will have a small motor on it to make it move. It seems to meet their definition of a "go-ped". So I don't need a DMV pass? Cool. Thanks :)

As far as I know, but double-check the regs on the main site, m'kay? I know stand-up powered scooters are alright.

Find out everything you can from dmv themselves and preregister it. DON'T count on it looking art enough when you get there.
