That isn't as big of news as it sounds. The gulf of Mexico produces more oil than that and in a normal year has been shut down several times by now due to storms. This year there have been no gulf storms that have stopped gulf production so stopping North Slope long enough to replace some pipe is nothing. Just some hype to push prices up.
