The BLM permit for 2000 defined a closure area that has been used through 2003 -- see

This defines the center & corners of Black Rock City's pentagonal trash fence, +/- fifty feet or so. The Man is located at the center. Not certain what datum was used -- possibly NAD27 or whatever was used on the base map.

AFAIK no recent satellite images at similar resolutions are available without paying NASA for a flyover. Terraserver had 5-10 yr old images last time I checked.

There's a few websites where you can purchase or schedule a photo of the playa. But I don't think you can schedule a date for a photo (thus it would take EXTREME luck to have the satellite passing overhead during the week of BM). The satellites take groups of photos in big longitudinal batches.

Nice question. I'm assuming that because the second image is a false color composite that it probably has to do with a temperature differential possibly due to shallowness of the two bodies of water. It might also be due to chemical composition of the water although that's a real leap as far as guesses go.
