The thought was to go with 2V though..... Fewer pieces, easier to put together, and from what I can tell, strong enough for what we are doing.
I come up with 65 pieces of ten ft per dome. In your calc, would the other V domes result in fewer 10' pieces? (still want approx 13' radius)

From what I have read, a 13' radius for a 2V is kind of questionable. As the frequency goes up, the strength goes up considerably. The high frequency domes do require more conduit, trying to balance the two, here is the best I could come up with.
Freq Radius Raw Material Count
3V5_8 11.93' 85
3V3_8 11.93' 60
The difference between these two will be the ceiling height which will be about 14.9' for the 3V5_8 and 8.95' for the 3V3_8. This is a bit smaller than your 13' goal, but it would be much stronger. Much depends on whether you want to hang objects from the joints. One common practice is to use an eyebolt at the joint which supplies a nice hang point. One should never hang anything from the center of any strut, as that is the weakest point.
Regarding finding an inspector, I would just check the phone book for someone that sells hot air balloon rides, and find out where they get their envelopes tested.

I just realized that my optimization was for a single dome. Since you are building two domes, the efficiency improves a bit. Building two 3V domes you could have a radius slightly over 12 feet. No accomodation has been taken for the entries or the connection between the two, that depends too much on your choices. Also, the heights I quoted are very approximate, if you want more serious numbers I would have to do some calculations to provide an accurate number. The conduit piece count per dome would remain 60 for a 3_8 dome and 85 for a 5_8 dome.

The improved efficiency that I mentioned for two domes was a figment of the Crown Royal. Getting two struts out of a single conduit fixes the diameter to a max of 11.93'. The 3_8 will have a recalculated height of about 10 feet, and the 5_8 height will be 14 feet.

The above tables show the strut lengths in inches and which pairs to cut out of the raw material for both the 3_8 and 5_8 dome. The lengths are the center spacing on the holes, and the cut length needs to be 1.5" longer, and I have allowed for 1/8" loss due to the cutting blade. There will be no waste in the raw pieces that have both a B and C strut, the waste will be in the other pairs.
Also, I get notified that a PM is waiting, but I have nothing in my box. Whoever is sending the PM, I am not ignoring you, I just don't get the message.
Just a quick edit, the tables do not post as clearly as I would like, so please ask questions for any clarifications.

Names pinemom, but my friends call me "Piney".
On the F.U.C.K. CANCER part.
I'd like to put that on the top Beautifully and Artistically.
But of course, our friends and family members dont want to see that word, where they are now, so here's a little game we can play in here...
What meanings can we PUT to this word!
examples
F= fantastic
U=utopia
C=carefree
K=kindness
So everyone put your thinking caps on...lets make something nice outa something vulgar!
hehee... like planting roses in a toilet!
