In a word: Yes.

You can't cruise around, but I'm sure you knew that Image
If you're driving a small-to-midsize SUV or canopied pickup you can even shelter in your vehicle. Lay your bedding down in the bed first and pack everything on top of that.

If you're planning on being A Camp Of One, you'll find plenty of room in the open parts of the city back away from the Esplanade. The closer you get to the action, the more chance that space MIGHT be restricted- Theme camps have assigned placement, so be sure to check the city map once it's online or AT LEAST check the hardcopy map that they'll give you at the gate. Wherever you end up, make sure you've got your ride where you'd like it and then park it for the week. Consider your orientation to sun and wind, and position of car relative to neighbors. A big RV can provide a welcome windbreak and shade OR be viewed as a grotesque intrusion, depending on the nature and disposition of those camping around you.

If you get good Greeters, they'll ask if it's your first time and/or if you're with a theme camp. If you answer Yes and/or No, they'll open the map and show you where you can camp.

The 'burbs are actually pretty nice. We were set back on the D street last year (four streets back from the Esplanade) and that was just about right: trafficked, but not insane. Just two streets behind us was serenity aplenty.

And once you've found a good spot, do say howdy to your neighbors!

I usually put a tarp over my car, that keeps the spots from forming. You're welcome!

The question was about last years burn (06). Not that someone else might wonder about the parking arrangements.
