Common sense.
Regarding intersections, I've heard that mothers in Paris cross streets by first poking their baby carriages into the traffic flow to stop the oncoming cars. One hopes that the babies are blissfully unaware of these events. Or perhaps it's just early training to ride a bike in Berkeley.
