Site for testing structures

I'm going out to burn this year for the first time since 1996. I've been reading all the fine advice here and on burningman.com about shelter, and I think I'd like to try to build a stressed PVC frame shade structure.

The problem is that I don't have a yard to test build in, and the design I'm thinking of is predicated on using rebar stakes to hold the ends of the pipes.

My question is this: does anyone know of any parks or similar places around Mountain View, CA or nearby that would not chase me out for putting stakes in the ground and test building this thing? I'm particularly interested in any stories where folks have actually done so (and gotten away with it :-) ).

Try a state park - the things I have personally seen in the state park system, has lead me to the conclusion that you can get away with just about anything there.

Plus - if your not hurting anyone no one really cares

Just check the eplaya water witching threads first so you don't puncture an aquifer.

Are there empty dirt fields around you? That would work as well.
