gel medium
hands down the best glue for collages is gel medium. It's essentially clear acrylic paint and waterproof when it dries. You can glue the bottom of your collage pieces down and then coat the top to encase the collage in acrylic. It's absolutely awesome stuff. Be sure to spread the gel and lay everything down evenly. If you get bubbles of trapped air use a razor to cut through these spots and glue down. Takes a bit of practice and, the larger the pieces, the more difficult it gets. You can build up layers on the top coat to make those razor cuts seemingly disappear. Overall, I doubt you will be disappointed in the results.

And once you get modpodge on, it don't come off, ever. I used it to glue a cartoon onto a brass cup when I was a kid and I'm still cussing the damn thing. Waterproof, comes in many flavors such as matte or gloss, or made for paper. I have sparkle! Wheee! Artists may mock it for being a "craft" item, but it kicks ass. And it is relatively inexpensive, soap and water clean up too.
