Looking for the creator of a LED display somewhere near 4:30

Hey peeps. I'm trying to find the creator of the piece shown on or near 4:30 and something..
It was on a corner at a green dome and there was a penis see saw next to it.
A name / email / web site would be great.

That thing was sick! (Well, when I saw it operating) Seems to me it disappeared around Thursday or Friday though? I didn't see it the last few days, and there was a smaller single-rotor version of it on the esplanade. Odd?

Im pretty sure the penis see saw ("petertotter?") belonged to some burners from Arizona, so maybe try contacting the regional list there for leads.
