My dear Burners!
I've already finished the 3D modeling for my art car in 2008. Does anyone know if there is any restriction to build it on a two-level scaffold frame on a 16' flatbed truck?

I don't believe there are any restrictions that specifically forbid things of that type of nature. If it's well designed, constructed and safe, you should be alright. If it's crappily designed, thrown together last minute and likely that people can avoid being seriously hurt on it, you're probably ok too.
As we keep growing, I'm sure well keep seeing more rules and tighter restrictions on these things, so make something spectacular and impress the shit out of us. Mmmk?

Mike makes a good point. Build to impress. When your done, if it still looks like a flatbed truck with structure on it, you probably will get denied. Even if it's only the cab that's still showing. Why would you want to bring an MV to the playa anyway. It's a pain in the ass! (But fun non-the-less)
Seriously though, the DMV (if you haven't noticed) is working to evolve from Art Cars, which are seen on the road in the default world all the time, to Mutant Vehicles. Radically, sometimes perminately MODIFIED works of art. MVs do NOT look like the base vehicle.
Big is cool but keep this in mind. When some drunk idiot cuts infront of your moving vehicle and you have to slam on the brakes, what will happen to your structure? Saftey is a big thing. And with something that's as big as your talking about, you'll benefit from some engineering help. I imagine you could fit 40 people or more on something like that. Feel free to ask more questions. There's loads of people willing to help.
