if mutant bicycle powered arty looking vehicles are subject to DMV regulations?

as long as it's only power for movement is people, it's not subject to the DMV . There are still rules that might apply however, so look them up on the main page for the event to make sure.

Any form of power other than people (wind, small engine, school bus, whatever) has regulations to follow.
